Creating a Comprehensive Marketing Plan
2 Phases | 12-Month Tactical Calendar | 3 Challenges
Overview:
Since 1973, Prescott Meals on Wheels has delivered essential meal services and wellness checks to older adults in the Prescott/greater Yavapai Valley, Arizona area. Facing a massive post-2020 surge in community need and navigating a physical facility at maximum capacity, the nonprofit required a dual-focused strategy roadmap. They needed to boost baseline local public awareness while launching a high-stakes capital campaign to fund a critical kitchen and operations building expansion.
As part of the WGU program, I developed a data-driven, comprehensive marketing strategy and an actionable capital campaign toolkit to secure long-term operational sustainability and eliminate the threat of a client waitlist.
Note: While this was an academic project, the final plan was delivered directly to Prescott Meals on Wheels.
The Challenge:
Despite delivering over 100,000 hot meals annually through a network of 315 active volunteers, Prescott Meals on Wheels struggles with historically low public awareness. Rapid regional population growth brought thousands of new residents who were completely unfamiliar with the nonprofit’s impact, despite having some general awareness of Meals on Wheels as a national organization. Operating without a formal, integrated plan, the organization faced some immediate hurdles:
Infrastructure Bottlenecks: Physical space limitations threatened to force vulnerable, homebound residents onto service waitlists.
Low Local Visibility: Low awareness levels among new residents limited the localized donor pool and volunteer onboarding pipeline.
Political Outreach Gaps: A lack of structured advocacy channels left untapped opportunities for securing local, state and federal government support.
The Strategy and Solution
Lowe Communications built a multi-layer integrated campaign framework designed to elevate community presence and mobilize capital resources. The project was split into two core operational phases.
Phase 1: Comprehensive Community Awareness Plan
Audience Segmentation & Persona Engineering: Conducted deep market research with Sparktoro and provided third-party research to define distinct demographic profiles for core target segments–including new Prescott residents, legacy donors, community stakeholders and active delivery volunteers.
Core Messaging & Channel Alignment: Formulated a distinct value proposition across digital media, local print, community events and public relations partnerships.
12-Month Tactical Calendar: Built an actionable, year-long campaign calendar organized around monthly outreach themes and systematic content distributions to steadily build local brand equity.
Phase 2: Capital Campaign Marketing Toolkit
The Case for Support: Authored a compelling, narrative-driven campaign story highlighting the immediate human impact of the building expansion to motivate high-net-worth donors.
Turnkey Outreach Assets: Created a comprehensive communication toolkit featuring tailored email marketing templates, social media content, local flyers and strategic press release outlines.
Civic Advocacy Roadmap: Outlined a message matrix specifically designed to build advocacy and petition local city, county, state and federally elected officials for institutional funding.
The Results & Impact
The final strategy highlighted how Prescott Meals on Wheels can shift from a reactive, localized charity to a proactive, structured brand. The deliverables included:
Providing an end-to-end scalable blueprint that equips a small paid staff of 15 with professional-grade marketing assets.
A structured donor pipeline designed to fund the critical architectural kitchen redesign, expanding capacity to safely serve more than 375 daily clients without turning anyone away.
A repeatable public relations framework to continually engage new residents, ensuring a steady stream of background-checked delivery volunteers to support expanded regional routes.
